Habicoop

Histoire de la création d’Habicoop

L’association Habicoop est née de la rencontre de plusieurs personnes proches des idées liées au secteur de l’économie sociale et solidaire, du milieu associatif ou encore du mouvement de l’habitat groupé, celles-ci ont découvert l’habitat coopératif suite à différents voyages d’études à l’étranger :

En septembre 2005, Maguite Chichereau-Dinguirard, qui était conseillère régionale à la Région Rhône-Alpes, a visité une coopérative d’habitation de La CoDha à Genève (Suisse), en compagnie de Jacky Blanc, président de la Nef et de Jean-Baptiste Fleurent, architecte. Riches de cette expérience, ils ont entamé une réflexion sur la possibilité de créer une association visant à initier l’habitat coopératif en France. Plusieurs personnes ont été associées à la rédaction des statuts de l’association, notamment Luis Reggiardo, architecte. Olivier David, actuel président d’Habicoop AURA a aussi participé à ce travail commun ; il avait eu l’occasion de visiter l’éco-quartier Vauban à Fribourg où il avait découvert une forme d’habitat coopératif intégrant des objectifs écologiques, notamment concernant la gestion de l’énergie, de l’eau et des transports sur le site.

En octobre 2005, Maguite Chichereau-Dinguirard et Jean-Baptiste Fleurent ont rencontré Michel Rohart, directeur de l’URSCOP Rhône-Alpes pour lui faire part de leur réflexion en cours. Ce dernier avait eu l’occasion de participer à un voyage au Québec organisé par le département des relations internationales de la communauté urbaine de Lyon.

Maurice Charrier, alors maire de Vaulx en Velin et David Vallat, enseignant chercheur à l’Université de Lyon, étaient du voyage. Le groupe avait visité une coopérative d’habitation autogérée à Québec, à l’occasion d’un conseil local de développement. Ils avaient ensuite rencontré un groupe de ressources techniques québécois [3].

De retour en France, le maire de Vaulx en Velin, qui était très intéressé par les questions de développement urbain et de redynamisation des quartiers, décida de recruter une stagiaire pour effectuer une étude d’opportunité, dans le but d’étudier la possibilité d’introduire l’habitat coopératif sur le territoire de sa commune et plus généralement dans le système juridique français. Pour mener à bien cette mission, cette personne a été accueillie à l’URSCOP Rhône-Alpes.

Ainsi, Michel Rohart qui était déjà sensibilisé à la question a décidé de soutenir le projet de création d’une association dédiée à la promotion de l’habitat coopératif, il a même proposé d’accueillir cette association dans ses locaux à Lyon.

Suite à cette rencontre l’association Habicoop est fondée en novembre 2005 avec pour membres fondateurs :

  • Olivier David, chargé de projet chez Hespul,
  • Marie Elisa Delbes, éducatrice,
  • Maguite Chichereau-Dinguirard, conseillère régionale,
  • Jean-Baptiste Fleurent, architecte,
  • la société de finance éthique la Nef,
  • Luis Reggiardo, architecte et premier président de l’association,
  • l’URSCOP (Union Régionale des Sociétes Coopératives et Participatives) Rhône Alpes.

Grâce à une subvention de l’Union européenne [4], une première personne a pu être embauchée pour réaliser une étude de faisabilité afin de déterminer quelle serait la forme la plus adaptée pour former une coopérative d’habitants en France.

Dès juin 2006, un premier partenariat entre Habicoop et un groupe-projet, le Village Vertical (VV), se forme dans un cadre expérimental. Cette rencontre s’est faite à l’initiative de la première salariée de l’association qui cherchait à monter un premier groupe pilote ; elle avait eu connaissance d’un projet déjà existant, le futur Village Vertical. Dès lors, l’association a entamé une réflexion concernant l’activité d’accompagnement des projets en s’inspirant des GRT québécois. Le VV est devenu le projet pilote, avec lequel se construit le montage juridique, financier et partenarial dans une optique de reproductibilité. Par la suite d’autres groupes-projet ont pris contact avec l’association pour être accompagnés et guidés dans leur démarche.
