Sostre Civic Receives €31 Million from European Funds to Build 350+ Cooperative Homes in Catalonia

Sostre Civic, a Catalan cooperative and CHI member, recently secured €31 million in funding from the Council of Europe Development Bank (CEB) to build over 350 affordable cooperative homes across Catalonia. This represents the largest European funding ever granted to a cooperative in the region and marks a major step forward for cooperative housing in Catalonia.

Local municipalities will provide public lands for the new homes with additional support from the Generalitat de Catalunya. In line with the “Viennese model” of affordable housing, these projects aim to increase access to non-speculative, community-led housing that remains permanently affordable. Residents will have secure, long-term use rights at cost, with monthly fees significantly below market rates.

All homes will use high energy efficiency standards, including features such as photovoltaic panels, gray water recycling, and shared spaces to foster community. Some buildings, like those in Barcelona, are designed with social impacts in mind: one will offer inclusive housing for individuals with intellectual disabilities, while another is intended for senior residents with support services.

The initial phase will include seven projects in municipalities such as Barcelona, Lleida, and Granollers, with additional sites to be announced later. The CEB loan is aligned with its 2023-2027 strategy to support affordable housing for vulnerable populations.

Sostre Civic president Carlos Alcoba emphasized the cooperative model’s role in protecting housing from the speculative market, ensuring long-term affordability. The cooperative model allows members to manage properties democratically, reinforcing a vision for sustainable, community-centered housing in Catalonia.
